It seems OPS/MVS was a victim of an abend of another task. It seems this task abended because TCP/IP was stopped too soon in the shutdown process. See this message:

The '04' in the reason code above according to the IBM documentation is a TCP/IP reason code.
The solution is to include TCPIP as a pre-requisite for this resource
