CAPTURE datasets not being created at Sysview 17.0

Issue/Introduction

Under Sysview 17.0, there are no capture datasets created any longer

Under 17.0, the command START CAPTURE was removed from the SYSVUSER task parameters as per the migration info. 

Still the OVERVIEW datasets should be created every hour. 
No changes were made to any of the CAPTURE related members.

Resolution

There is additional authorization for the SYSVIEW userid to the FACILITY needed.

Additional Information

To find the error violation it's possible to setup a TSS security trace.

Here are the instructions to activate the trace.

1. TSS ADD(acid) TRACE
2. TSS REFRESH(acid) JOBNAME(*)
3. TSS MODI(SECTRACE(ACT,WTL))
4. This will route all trace records to the MVS syslog....
5. Recreate the problem.
6. TSS MODI(SECTRACE(OFF))
7. TSS REM(acid) TRACE
8. TSS LIST(acid) DATA(ALL,PROFILE)\

Then check and see a DRC of 06 for the FACILITY violation, and see what ID the the FACILITY has.

With the TSS command TSS MODIFY FAC(ALL)  check the facilities and find the ID=xx facility that needs to be added.

With the FACILITY name, it's needed to allow the Sysview STC user to use it..
The TSS command is:

TSS ADD(SYSVIEW) FAC(facility_name)
