Issue/Introduction

Upgrade from version 15.9.3 to 16.0.0 failed with the following error stack:

Cause

Occurred in a non-production system. The Production DB had the correct number of arguments, whereas the non-production system had a parameter missing in the CMN_FEATURE_INS_SP procedure.

Resolution

Refreshed the non-production system again, from a fresh copy of Production.
