Cannot Cluster to Azure or AWS after upgrade

Issue/Introduction

When attempting to add a Azure or AWS appliance into a new secondary site, PAM Admin gets the following error:

PAM-CMN-5182 = The hardware platform of the cluster ({0}), does not match the hardware platform of this node ({1})

Environment

Release : 4.1.x

Resolution

An AWS or Azure site can only be added from the primary master.  Once we did that everything was successful.
