Change in channel name is removing channel from respective alerts setup

Issue/Introduction
We recently observed an issue when we tried to change the name of a Alert Channel and as soon as we changed the name the channel got removed associated alert setup.
We had to move it back to the original name.
Environment
Release : 22.1
Resolution
Part of APM/OI 2023.5.1 OI 2023.5.1 and later
Current contract with API is that APM sends channel names.
In order to handle renaming, we have to change the contract to send channel ids and it requires changes in APM and in OI
I have changed APM to send both ids and names
When this APM release is deployed in production, OI can change their side, to start using ids instead of names.
