Performance Reports Designer title does not support Chinese

Issue/Introduction

After changing the chart title in Performance Reports Designer to Chinese, the system will lead to a blank screen.

Environment

Release : 20.4

Resolution

This issue will be resolved in DX UIM 20.4 CU8 which is expected to be released by July 2023.
