Modern UX - Detail Rows are not visible in Budget Plans

Issue/Introduction

Steps to reproduce this behaviour are as follows:

1. Navigate to the Modern UX
2. Create a new project. Associate the project with a Department and Location
3. Create a Cost Plan. Group by Charge Code
4. Go into the details of the Cost Plan. Enter multiple Charge Codes
5. Create 'Detail Rows' against each charge code. One or more of them
6. Submit this cost plan for approval
7. Approve the budget plan
8. Navigate into the details of the budget plan

Expected Results: The 'Detail Rows' are shown in the budget plan

Actual Results: The 'Detail Rows' are no longer shown in the budget plan
