Issue changing "Default" Account Plan (now called Rate Limit and Quotas)

Issue/Introduction

We are trying to use a new account plan as default, and having issue:

1. Removing the "default" flag from an existing account plan

2. Setting the "default" flag on a target account plan, so that we can remove the old/unneeded account plans

Environment

Release : 5.1.2

Cause

You cannot delete the default account plan nor can you set a different one as default.

Resolution

You can updating the existing default one

Two methods:

Change the default at the tenant level (easier) 

OR

PAPI do a PUT endpoint using the proper UUID
