@Mentions Are Unavailable When eEditing a Discussion Post

Issue/Introduction

When editing a comment in the Discussion tab I can no longer use the @mention function

Cause

This is working as intended to prevent duplicate notifications from being sent. 

Resolution

Create a new comment if you need to @mention someone who wasn't originally mentioned.
