Troubleshooting VIP Enterprise Gateway connectivity issues involves the use of the VIP Diagnostic tool. When run in DEBUG mode, the vipDiagnostic..out shows:

curl_easy_perform() failed: Peer certificate cannot be authenticated with given CA certificates
The proxy appliance does not trust the connection. SSL Inspection or Interception requires the VIP certificate chain.
Whitelist the *.vip.symantec.com.
Bypass SSL inspection and interception for the VIP Enterprise Gateways.
If SSL inspection is required, the VIP certificate and certificate chain can be imported to the proxy. Refer to the instructions provided by your appliance or proxy vendor.
The CA from the proxy can also be imported into the VIP Enterprise Gateway CA store on the Settings tab.
If this fails, VIP Support will recommend bypassing SSL inspection to re-establish connectivity. SSL Interception is not recommended.
