MUX Resource Workspace should not require Classic Navigate right

Issue/Introduction

Although the user has been granted the Clarity 'Resource Management - Navigate' access right for the Clarity user experience, the user is NOT able to access this workspace unless they also have been granted the Classic 'Resource - Navigate' access right. 

Steps to Reproduce: 

1. As an Administrator, provide access to 'User1' for the Resources Workspace in Clarity and NOT for Classic Resources pages 
   • Global Rights: 
   • Resource - View - All
   • Resource Management - Navigate 
   • DO NOT grant 'Resource - Navigate' access right 
2. Login as 'User1' 

Expected Results: The user should have the menu link in Clarity to access the Resources Workspace. 

Actual Results: The user does not see the Resources menu link in Clarity. 

Workaround: Add the 'Resource - Navigate' access right to the user.
