Issue/Introduction
Have a secondary hub where the monitoring data of all hosts is not stored in the database and cannot be displayed in the PRD.
But the relevant monitoring data collected by the probe can be seen in IM.

Create missing attach queues on secondary hub to send data to upstream hub
