Post Timesheets job causing mismatches in Actuals, duplicate Posted Timesheets, and issues with Adjusted flag

Issue/Introduction

The following symptoms have been noticed:

1. Mismatch between Timesheet Actuals and Project Actuals
2. Duplication in Timesheet records. Two or more Posted Timesheets for the same period, and resource
3. Missing Adjusted flag on Timesheets

There is some evidence that this happens when Timesheets are Adjusted when the Post Timesheets job runs

Steps to Reproduce:

It is not clear what the exact steps to reproduce are. Following is what is possibly happening in the customer environments that have shown this issue.
1. On a large dataset, run Post Timesheets job frequently
2. Do a large number of adjustments when the Post Timesheets job runs
3. Note that these are systems where the job runs for more than 30 mins some times.

Expected Results: Timesheet duplicates, or Actuals mismatches, or issues with the Adjusted flag are not seen.

Actual Results: These issues are noticed. Extracts from multiple customers are being attached, which shows the Post Timesheets job running around the time when last modified date against Timesheets is recorded.
