Dataset triggering not working in CA 7 when dataset is empty

Is there a setting allowing dataset triggering with empty dataset?

Resolution

CA 7 uses SMF type 15 records to do data set triggering. The SMF type 15 is a close for output. Therefore, if you are not getting a SMF type 15 record, CA 7 can not do a dataset trigger. For example, you can't use a IEFBR14 to allocate a dataset and expect to trigger a job because there is no SMF type 15 record created.
