OPS0000U invalid PARM field

Issue/Introduction

We are trying to start OPSMVS on a temporary new system to build automation for a coming new client,  but we are running into some problems starting OPSMVS.
We are getting the message OPS0000U invalid PARM field, and OPSMVS terminates.  
I cannot find this message documented.

We have not installed CAIRIM/CAS9, but we have seen that OPSMVS normally starts before CAS9 so we assume that is not a prereq.  

Environment

Release : 14.0

Resolution

Broadcom CCS must be enabled for OPS/MVS to be started.

1) Add the CCS libraries to the LNKLST and APF

2) S CAS9

Alternatively, add the libraries to LNKLST and APF and IPL the system.
