Resolution

IBM recommends making the CEA logonid NON-CNCL: System prerequisites for the CEA TSO/E address space services

NON-CNCL would address the violation, but if that is not desired then READ access to UNIXPRIV class resource SUPERUSER.IPC.RMID can be granted instead.
