Removing description when copying Cost Plan doesn't work

Issue/Introduction

When copying a Cost Plan, and removing the Description, the previous Description will still copy

STEPS TO REPRODUCE: 

1. Log into MUX. Go into a Project, and access the Financials module.
2. If a Cost Plan doesn't exist, create one. Ensure that the Cost Plan has a Description.
3. In the Cost Plan list, right click the Cost Plan and select "Copy".
4. A popup will display with attributes to populate in the copied Cost Plan. Empty the "Description" field so that it's blank. Click "Create".

Expected Results: 

The Description of the new Cost Plan should be blank

Actual Results:

The Description that was previously removed, still populates
