The customer wanted to reassign the campaign in IG from one user to another using a Certification owner account.
This was due to the current Reviewer not having access to IG.

Go to Administration > Settings > Property Settings. search "businessflow"
Pick businessflows.inbox.reassignAll.enabled
is value true?
If not change it to true and Type Database Property. Save.
Go to Administration\Workflow, select workflow, Progress by Reviewer, Open Reviewer, click toolbox in top right corner.
Add reassign field from left to right column. Click OK.
Pick "Default assignee" at the bottom.
Click on top of reassign field.
Click Blue arrow in each row to reassign to default Assignee.
