EE_NOTALLOWED error while adding user CASMAdmin during Catalog install attempt

Issue/Introduction

Attempting to add a new node to an existing CA Service Catalog setup, but receive an abort error in the logs.

Environment

CA Service Catalog 17.3

Cause

EEM needs to be re-integrated

Resolution

Re-run the Catalog installer, but on the screen when asked "Reintegrate EEM on local server", check this option as ON.

Additional Information

Make sure that EEM is already installed and configured prior to running the Catalog installation
