Cannot edit ETC on Timesheets for Custom Investments

Issue/Introduction

SUMMARY:

Issue came about that there are assignments that have 0 ETC and no actuals.  Their finish date cannot be moved in as it matches the task dates.  

When populating a timesheet with assigned tasks, these tasks will show, but the project manager does not want the resource to charge time to the task yet.

The PM does not want to remove the assignment as the resource will charge time at a later date.

How can we get the task not to populate when adding assigned tasks?

As a work around for not showing Not Started tasks with 0 ETC on a timesheet we can enter 0 Pending ETC on the assignment.

This works fine for projects.

However, CITs do not have the  same behavior.

Even if you enter pending ETC on the CIT the task will still populate.

In addition, on a timesheet for projects you can enter an ETC (pending ETC) which reflects on the assignment, but the ETC field is not editable for CITs on the timesheet.

Therefore, we cannot stop the CITs from populating as assigned tasks.
