Copy of Values from Excel to Clarity does not work when the Windows Regional settings are not set to English (Regional Language Settings).
1. Change your account settings to Language: Portuguese, Region Portuguese (Brazil)
2. In Modern UX open a Cost Plan, try to paste numbers in multiple rows
The paste does not work

Workaround: Enter values manually instead of copy & paste from Excel.
