Why do some Test Cases display at the top of the Defect Screen (in the collections tabs) and some display in the right column of the Defect screen

This also applies to User Stories.

Resolution

Overview: 

• The "Collections" tabs at the top of the screen for any artifact types (User Story, Defects, Test Cases etc...) only contain "child" artifacts.   
• The information about artifacts in the Right Column of the screen are all "Parent" artifacts.

Detail:   

• If a Defect shows a Test Case in the "Collections" tab at the top of the screen, that means the Test Case is a child of that Defect. 
• If the Test Case displays in the right column of the detail page of the artifact then that Test Case is a Parent of that Defect.
