CA Cleanup is not showing ACF2 rule lines as being used

Issue/Introduction

New ACF2 rule entries were added to a rule.  It is expected to be validated for a user and the ACECSS command shows the expected rule line as granting access.  Why is Cleanup not showing that line as being used?

Release : 12.1

Resolution

Resident rules in ACF2 INFODIR need the appropriate REBUILD command done in order for changes to the rule to take effect in ACF2. Performing the correct ACF2 REBUILD command and refreshing the Cleanup database resolved the issue.
