Devtest portal is just spinning and not able to complete login

Issue/Introduction

 Devtest server (Linux box) portal is just spinning and not able to complete login, i tried recycle all services and it worked for few minutes and then same portal login issues showed up again.  There are no errors in the logs. 

Environment

Release : 10.7 and above

Cause

Linux patching.  

Resolution

Looks like somehow IAM log owner changed it to Root and it caused the issue. (may be due to weekend patching)
