Allocations portlet in MUX not excluding inactive investments

Issue/Introduction

The Allocations Timeline in the Staffing module filters down by active investments only, but the allocations pop-up displays all active and inactive investments.

STEPS TO REPRODUCE:
1. Take a Clarity user and allocate him to two projects:
   1 active project and 1 inactive
2. On the MUX Staffing module > Allocations timeline filter down by active investments

3. On the Gantt, double-click on any cell

4. The allocations pop-up opens

Expected Results: Inactive investments to exclude as per the filter on the Allocations Timeline

Actual results: Inactive investments are also included regardless of the filter
