Unable to use Hierarchical - Parent filter

Issue/Introduction

Parent - Hierarchial filter is blank.  The filter is blank and does not show any choices. 

Steps to Reproduce: 

1. Log into MUX
2. Go to Hierarchies
3. Create new Hierarchy
4. Open Hierarchy
5. Import a few Projects
6. Go to the Hierarchy view
7. Configure the projects to have 3 levels
8. Go to grid view
9. Click Columns fly out
10. Add Parent under Hierarchical
11. See the Parent name in the list view
12. Add Parent under Hierarchical filter

Expected Results: The Hierarchical parent options will appear

Actual Results: The filter is blank
