Submit for Approval Options Not Consistent in Modern With Classic

Issue/Introduction

After disabling the 'Merge' option from the lookup(Budget Submit Options), Classic works but THE option is still available in the Modern.

STEPS TO REPRODUCE:

1.Go to Administration > Data Administration > Lookups > Budget Submit Options

Inactivate Merge option

2. Go to Administration > Studio > Objects

Cost Plan > Attributes > select attribute(Budget Submit Options)

only Replace option is available.

3.In Classic, create a cost plan and submit it for Approval.

Only Replace option is available.

4. In Modern, go to same project > cost plan and submit for approval

Expected: Only Replace option should be available.

Actual: Both Merge and Replace are available.

The Modern should have the same functionality as the Classic.
