Issue/Introduction

The following error is seen during Vantage task startup:

 KNG0027E Message Log Failure, R15=00000019, R0=00000000

Environment

Release : 14.1

Cause

The CA Allocate product is re-allocating the Message Journal file as a blocked data set, when it should remain unblocked (as when created by Vantage).

Resolution

The error "KNG0027E Message Log Failure, R15=00000019, R0=00000000" was caused by the CA ALLOCATE product re-allocating the Message Journal file BLKSIZE.  This file should not be altered by other products, such as CA Allocate, or SMS.  Note the following info from the REFERENCE manual:

The Message data set must remain with the same attributes assigned by Vantage (unblocked, zero secondary allocation, specific number of blocks). If any attributes are changed by SMS, the results are unpredictable. For example, if partial release =IMMED_YES is assigned in management class, abend D37 can occur.
