Cost Plan Details Grid - Updates not refreshing if Budget related fields are configured in view

Issue/Introduction

If any budget-related fields are configured in the Cost Plan Details grid, any updates to the cost plan fields are not automatically refreshed. 

Steps to Reproduce: 

  1. Navigate to Cost Plan Details grid
  2. Add Budget field from per-period metrics of View Options
  3. Update cost for any of the period in the grid
  4. Observe that totals are not getting updated as per the updated cost
  5. Now refresh the browser to refresh the grid  
  6. Observe that the values in Totals are updated

Expected Results: Updated fields should automatically refresh on the page. 

Actual Results: Updated fields are not automatically refreshed. The values are saved, this is a refresh issue. 

Workaround: Remove the budget-related fields from the view or refresh the page after making updates.
