We have a disaster recovery system where the security file is a new file that only has the MSCA acid. Is there a way to issue TSS commands to add a TSO segment to the MSCA acid without signing on the MSCA?

You can do the following to add a TSO segment to the MSCA without signing on the MSCA:
1) From the console, issue:
F TSS,TSS
2) There should be a prompt:
nnnn TSS9273A ENTER TSS COMMAND PASSWORD/PASSPHRASE
3) Reply with the MSCA password. For example: nnnn,pppppppp
Normally, the previous password for the MSCA needs to be specified here, but since this is a new security file and the MSCA does not yet have a previous password, the current password (from the SCA= specified in the MAINTIN in the TSSMAINS job) can be used.
4) If the password is accepted, the following prompt should appear:
nnnn TSS9272A ENTER <TSS COMMAND> OR <END>
5) Reply with the following TSS command:
nnnn,TSS ADD(msca) TSOLPROC(procname)
6) There should be another TSS9272A prompt. Reply with:
nnnn,TSS ADD(msca) TSOPROC(procname)
7) Reply to the next TSS9272A with:
nnnn,TSS LIST(msca) DATA(TSO)
and confirm it has TSOLPROC=procname
8) To exit this, reply to the next TSS9272A with:
nnnn,END
