1. Defining  IBMFAC(IRR.PROGRAM.SIGNING) as a protected resource:
2. Create certificate
3. Create keyring
4. Add certificates to keyring
5. Permit user to IBMFAC(IRR.PROGRAM.SIGNING)
6. Permit user to IBMFAC(IRR.DIGTCERT.xxxxxxx)
