Issue/Introduction

Incidents report shows incorrect dates on incidents report page for non-US English locales using DMY date format, inconsistent format with DLP 15.x.

The first two incidents are in correct format - 13/12/22 (dd/mm/yy). Then the next six are incorrect - 12/06/22 & 12/02/2022 (mm/dd/yyyy).

Then after that, the remainder of incidents are in correct format - 18/11/22, 17/11/22, 15/11/22 (dd/mm/yy).
