MUX - When attempting Export to CSV triggers a job with very few rows

Issue/Introduction

When attempting Export to CSV in the grids with data under the 500 rows you get banner with Export in Progress and export file is empty

Steps to Reproduce: 

1. End user is in project (MUX) on the To Dos tab. 
2. Project has twelve To Dos showing in the To Do grid that user wants to export to CSV
3. Attempts export to CSV action
4. Instead of download of the file with their twelve To Do they get the "Export in Progress. Download will be available in notifications" banner
5. When going notifications and opening the exported file, the file is empty except for the column headers (ID, Name, Owner, Created Date, etc)
Another example is when in a project (MUX) Issues tab, user filters for only open Issues in grid and attempts to export to CSV those filtered results, the closed Issues still are exported to CSV, even those closed issues were filtered out before export

Expected Results: immediate download of file with their twelve To Dos

Actual Results: gets the "Export in Progress. Download will be available in notifications" banner
