Long paths in the Incident Snapshot are truncated to 255 characters

Issue/Introduction

Incidents that have a long path in the incident snapshot (greater than 255 characters) are being truncated to Drive:\path~1\path~2\path~3\ Etc. 
Issue is commonly seen when someone has a zip archive in an already long path, then extracts the zip creating a longer than 255 character path.

Environment

Release : 16.0

Cause

Windows normally doesn't allow users to create long paths. 
The default limit is 255 characters in the path.

Resolution

This is expected behavior for longer paths.
