Issue/Introduction

Starting in 16.1.1, all investment allocations (active or inactive) will display in the modal, however
when opening the allocation popup for a resource via double-click,
the list of investments appears to still include inactive ideas and active projects.

This is not respecting the filtering in the timeline or histogram section.

This is reported as a user story and is resolved in 16.1.2

The Resource 'Edit Allocations' modal shows the inactive investments and the filtering from the top panel will be honored.
