Can we have custom attributes in an escalation email template in Governance?

You cannot add custom attributes to the email templates. They are hard coded based on the Email Event being used. You can create a new Email template, or make a copy of an existing template and customize the email message itself, but cannot add attributes that are not already defined in the Email Event.
For example, if you create an Email Template from the
Escalate Approval Task event you have 33 available 'attributes' to add to the email:
