Viewing past certification campaign in Identity Governance creates a corrupt pdf file

Issue/Introduction

When clicking on view on a past certification campaign as seen on the screenshot, results in a corrupted PDF file. We have tried multiple browsers, clearing the cache and cookies, but the result is always the same. I have attached the PDF that was corrupted. We have also noticed that for some users it seems to work just fine, but for others, it generates similar to what I have attached.

The application is standalone Identity Governance 14.3 CP02 running on internal jboss

Resolution

I have restarted governance, but the issue is still there. I have tried modifying the common properties as well, reverting them to what we previously had. When I try opening the URL in the browser I get invalid SOAP request.

But when I put ?wsdl at the end I am able to open it.
