Resolution

The CA-wcc.log shows the following error during startup.

Please confirm if the file does exist and is valid (not zero bytes).

Compare the file with your other working WCC hosts if needed to help you know what to look at / expect from the contents of the file.

If it is missing, check to see if you have a back up of the system which includes the file you can restore from.
