JDBC Ping Error seen in logs post upgrade in Broadcom Clarity SaaS Instance

Issue/Introduction

In Broadcom SaaS Post upgrade to 16.1.1 as soon as services are started JDBC Ping errors are seen 

Steps to Reproduce: 

  1. Upgrade to 16.1.1
  2. Start the service and observe the app ca logs 

Expected Results: The app ca logs shouldn't show any error

Actual Results: Application services are started however below error stack is seen 

ERROR 2023-03-02 20:05:26,458 [WrapperStartStopAppMain] ppm.messaging (clarity:admin:-1:none) The parameters for TCP with JDBC_PING protocol could not be initialized correctly because a required parameter is missing.
