It is documented in the Allocate User’s Guide that the
//VDSBYPAS DD DUMMY
is not recognized in the “ACS” environment. So it is necessary to use some other criteria to bypass the processing, and then exit with an EXIT CODE(0) statement, if the bypass should take place in the ACS environment.
Otherwise it is possible to set the SYSPARMS parameter PLSACS to N and this will completely disable the ACS environment.
