Why do I see an Estimated Charges in Metric view for an RDS instance that is down?

Issue/Introduction

The aws probe is set to monitor an RDS instance that is current down yet Metric views shows data points with 28.

Why do are we seeing Estimated Charges for an RDS instance that is down?

 

Environment

Any aws probe version

Resolution

Estimated Charges is data calculated from Cloudwatch API. The probe collects this information on service level and not on Instance level every 24 hours and uses cached value for other poll cycles.

Note:

Every AWS account does not have access to get Billing information. The designated user should have admin level account or it should be linked account to fetch billing information.
