IDMS CV crashes at startup with U3982 and message:
DC391004 V100 OBTAIN OF RECORD SYSMO-170 SSCSTAT=0326

The SYSMO-170 dictionary record is created when a SYSTEM is successfully generated. This error occurs when IDMS cannot find the relevant SYSMO-170 for the SYSTEM that is specified in sysgen or on the startup JCL PARM.
The Vnnnn number in the startup messages indicates the SYSTEM number that IDMS was trying to locate in the SYSTEM.DDLDML area. Either this SYSTEM number does not exist or was modified without a successful GENERATE.
Determine if the SYSTEM number specified is the one being brought up.
If so, run a batch local RHDCSGEN job to MODIFY and GENERATE the relevant SYSTEM. Be sure to specify SIGNON DICT SYSTEM to create the system in the correct dictionary.
If not, ensure that a GENERATE was successful for this SYSTEM and specify the system override parameter in the startup JCL.
