CABI Group Availability report shows 99% even though no downtime exists

Issue/Introduction

The CABI Group Availability report for VMWARE metrics shows 99% when all samples in the timeframe are 1. 
The expectation should be 100% as there has been no downtime. 
 
 
We have already deployed the fix mentioned in the below KB but the issue is not resolved. it is still showing 99%. 
 
If we capture all the samples from a given machine for the given period, all the samples are all equal to 1 for the QOS_VMWARE_VM_POWER_STATE which feeds this Report.
 
We have also seen cases where the calculation is completely wrong even showing 30% for 100% uptime periods.

Cause

Non-recommended VMWARE metrics polling interval can cause this issue.  For example. VMware time interval set to 30min (1800) can cause this issue. 

The recommendation is 10 minutes:

Resolution

In the VMWARE probe configuration please decrease the interval time from 30min(1800). to: 10 min(600).

 

After this run a report over the period gathered with 10 minutes interval and check if the result of the report is accurate.
