DCS Manager "CheckSQLServerVersion file" error when attempting to upgrade to DCS 6.9.3

Issue/Introduction
While attempting to upgrade the DCS Manager from DCS 6.7.x or DCS 6.8.x to DCS 6.9.3, you get the following error
Environment
Symantec Data Center Security: Server Advanced
Versions
6.7.x
6.8.x
6.9.3
Cause
DCS 6.9.3 requires older DCS 6.7.x and DCS 6.8.x Managers to first be upgraded to DCS 6.9.2
Resolution
If you are running a DCS Manager version 6.7.x or 6.8.x, you will need to first upgrade the DCS Manager to DCS 6.9.2 before upgrading to DCS 6.9.3

In addition, this could be an issue with the user account, the SISManagerInstallWrapper.log will provide reason for the failure
