The hlq.SDSNEXIT allocation is coming from hlq.CDBAPARM member SETUPxx for the respective Db2 ssid.
Validate that the hlq.SDSNEXIT allocation is correct for the Db2 ssid in question within the SETUPxx member of hlq.CDBAPARM.
If this is the correct hlq.SDSNEXIT allocation recommendation is to resolve the RACF ICH408I message.
