Event sync issues with Spectrum. Event Pollers are not starting in Spectrum.

Issue/Introduction
Event synchronization between CAPC and Spectrum is no longer working. The only error seen in Spectrum is the following:
Feb 24, 2023 16:27:45.454 (ModelUpdates) (NetqosEventLog) - (DEBUG) - Waiting for NPC Event Manager registration to complete before starting event pollers

Cause
This customer had two CAPC systems (A primary and a secondary). Only one of the system is supposed to be running at one time. However, the DM Service was running on the secondary system. This was causing an issue with the NFA synchronization CAPC and it was preventing CAPC from syncing with Spectrum and starting up the event pollers.
Stopping the DM Service and disabling the NFA Data Source allowed the Spectrum synchronization to start and event pollers to start Polling CAPC for events.
