VIP Manager
This error can occur when a user does not have a VIP Credential assigned or the existing credential is not in an ACTIVE state, and the VIP administrator has disabled the option to add\modify a credential during the login flow.
Contact your internal helpdesk for assistance with assigning a VIP Credential ID to your VIP User ID.
(VIP Admins: This option is controlled within your VIP Manager portal under the SSP\My VIP settings (see the 'Disable inline credential registration' option).
