After Apache Tomcat v9.0.70 installation Logon Screen is not Displayed

Issue/Introduction

I had attempted to install the recent version of Apache Tomcat (v9.0.70). The install went fine without issue or error. As I started the new Tomcat service, the Web Viewer logon page fails to load.

I had validated that the software installed. 

I had validate the JAVA environmental variables. 

I had checked the Java memory size

I had checked the local account. 

All of which seemed fine. I had to roll back to 9.0.62 to get everything to work

Cause

Missing permissions.

Resolution

Needed permission to be able to create a work file under Tomcat 9.0.70
