ESP Workstation received "ESPWSS2858E ESP subsystem ESP not found" at startup

Issue/Introduction

When trying to upgrate the OS. from Zosv2.3 to Zosv2.5. Have a problem when we try to start the STC ESPWSS.
The problem is "ESPWSS2858E ESP subsystem ESP not found" and the product does not start.

Environment

Release : All Versions if ESP Workload Automation 

Cause

ESP Master and ESP WSS were started in correct order. However there was a confirmation message for the ESP Master that was not replied to until 30 mins later and ESP was not initialized until that time. When ESP WSS tried to reach the subsystem ESP it was not valid or initialized and ESP WSS failed. 

Resolution

Ensure ESP Master is fully initialized before starting ESP WSS.
