No records found when run the Timesheet details report

Issue/Introduction

User was trying to run the Timesheet details report for first time. When he tries to run the report for particular time, the report shows "No matching records were found" error.

When I try to run that report the data are populated correctly in that report for me.

I want to make sure, it is related access issue, if yes means what access I want to provide for this user. 

Environment

Release : 16.1.0

Resolution

"Resource - Navigate" rights are needed for the user running the report to view data for himself and other resources.
